                    上海市数据局局长邵军在致辞中表示，上海致力于将海量数据资源禀赋以及丰富应用场景优势，转化为提升城市能级和核心竞争力的新动能，培育壮大数商生态，打造推动科技成果向现实生产力转化的新引擎。
                    《“数据要素×”三年行动计划（2024-2026年）》聚焦“数据要素×绿色低碳”领域，提出要提升碳排放管理水平，支持打通关键产品全生产周期的物料、辅料、能源等碳排放数据以及行业碳足迹数据，开展产品碳足迹测算与评价，引导企业节能降碳。《可信数据空间发展行动计划（2024—2028年）》提出要引导和支持可信数据空间发展，促进数据要素合规高效流通使用，支撑构建全国一体化数据市场，明确要大力培育碳足迹管理行业可信数据空间，赋能一二三产业融合发展。
