                        国家外汇局：开展绿色外债业务试点
                        8月21日，据国家外汇管理局网站显示，国家外汇管理局决定在上海、北京、天津、河北、江苏、浙江、安徽、福建、山东、湖北、广东、四川、宁波、厦门、青岛、深圳等16省市开展绿色外债业务试点，鼓励非金融企业将跨境融资资金用于绿色或低碳转型项目。
                        试点政策主要针对境内非金融企业从非居民融入本、外币资金且专项用于支持符合中国人民银行等部门相关规定条件的绿色或低碳转型项目，允许这类项目更少占用企业全口径跨境融资风险加权余额，从而扩大投资绿色发展或低碳转型项目企业的跨境融资规模上限，同时相关外债登记由银行直接办理，提升绿色外债业务办理便利化水平，有利于吸引全球金融资源向我国绿色低碳发展等领域有序聚集。
                        生态环境部部长黄润秋会见香港环境及生态局局长
                        8月20日，生态环境部部长黄润秋在京会见香港特区政府环境及生态局局长谢展寰。双方围绕香港特区生态环境保护、绿色“一带一路”建设等议题进行交流。
                        黄润秋表示，生态环境部与香港特区政府在生态环境领域长期保持良好沟通对接，希望双方继续开展多领域、多层级交流合作，共同推进粤港澳大湾区和美丽中国先行区建设。谢展寰表示，将进一步深化双方务实合作，在绿色科技、绿色金融等方面积极开展探索，助力打造美丽大湾区，深度参与绿色“一带一路”建设、全球环境与气候治理。

                        上交所：沪市公司2024年度ESG相关报告披露率达到57%
                        8月20日，上海证券交易所发布中英文版本《贯彻“两山”理念 沪市ESG实践二十年》，报告选取了生物医药、石油石化、电力设备、公共事业等17个行业的32家绿色发展标杆企业，以“年份切片”的形式，还原每一年份对应的标杆性案例或重要突破。
                        截至目前，沪市超过1300家公司单独披露2024年度ESG相关报告，披露率达到57%，创历史新高；沪市绿色债券累计发行8627亿元，成为全球主要绿色债券市场；可持续发展指数跟踪产品共计90只，规模合计731.92亿元，基于中证A500等“A系列”指数、上证180指数等使用中证ESG评价的宽基指数产品共157只，规模合计2528.48亿元。
                        常州市：率先出台国家碳达峰试点实施方案，将深入开展零碳试点等建设
                        8月18日，作为第二批国家碳达峰试点城市，常州市人民政府率先印发《国家碳达峰试点（常州）实施方案》。《实施方案》提出，加快锂电池国家级碳标识认证试点和绿色建材省级碳标识认证创新试点建设，推动重点产品碳足迹核算认证，鼓励动力电池、光伏等头部企业建立全生命周期碳足迹核算模型。到2030年，完成150个以上产品碳足迹标识认证。同时，《实施方案》将“深入开展零碳试点建设”作为创新举措，提出：
                        • 加快省级碳达峰碳中和试点建设。推动溧阳市、武进高新区等5个省级碳达峰碳中和试点建设。
                        • 持续开展零碳试点建设。以绿色产业园区、外贸出口相对集中的园区、“危污乱散低”综合治理“绿岛”园区、科创产业园区等园区类型和市级及以上绿色工厂为重点，持续推进（近）零碳园区、（近）零碳工厂试点建设，到2030年，培育（近）零碳园区30个、（近）零碳工厂60家以上，积极争创国家、省级零碳园区（工厂）。
                        • 发挥零碳试点引领作用。拓展零碳试点范围，打造一批零碳机关、零碳社区、零碳学校等典型场景，探索具有常州特色的“零碳”建设路径。深化溧阳市、新北区建立健全生态产品价值实现机制试点建设，健全横向生态补偿机制。
                        盐城市大丰区：百万资金支持园区、企业开展零碳试点
                        8月20日，盐城市大丰区发展和改革委员会 公开征求《盐城市大丰区零碳试点奖补政策实施方案（试行）（征求意见稿）》意见，奖补对象为纳入国家、省零碳试点的产业园区、零碳制造业工厂、产品碳足迹认证创新试点等企业。补贴详情如下：
                        • 零碳园区：对新纳入到国家级零碳园区建设试点名单的园区，给予不超过100万元的一次性建设补助；对通过评估验收正式创成国家级零碳园区的，再给予不超过100万元的资金奖补。对新创成江苏省碳达峰碳中和试点园区、江苏省新型电力系统试点园区等省级试点任务的园区，给予不超过20万元的资金奖补，同一园区只能享受一次奖励。
                        • 零碳制造业工厂：对被省工信厅确认为“江苏省零碳（近零碳）工厂”的企业，给予不超过10万元的资金奖补。支持零碳制造业工厂绿色电力消费，在试点期间（2025-2027年）消费的绿色电力，按照不超过绿电交易价格中所含绿色电力环境价值费用的50%给予奖励，每家企业年度奖励资金不超过5万元。
                        • 产品碳足迹认证创新试点企业：对新纳入国家、省光伏电池等产品碳足迹标识认证创新试点的企业，通过江苏省产品碳足迹公共服务平台进行注册登记、产品碳足迹核算，生成产品模型和核算报告，并取得国家或江苏省碳足迹标识认证。落实省级财政定额奖励，每个产品或服务可获奖励不超过5万元，同一企业或单位最高奖励不超过10万元（具体由省财政年度奖励资金总额确定）。支持上述企业开展绿色电力消费，按照不超过绿电交易价格中所含绿色电力环境价值费用的50%给予奖励，每家企业一次性奖励资金不超过5万元。
                        云南省：启动建设第三批零碳园区
                        8月15日，云南省召开第三批零碳园区建设新闻发布会，会上启动建设云南省第三批零碳园区（共有5个，如下图所示），第三批园区分别聚焦资源循环经济、有色金属、绿色能源、钠离子电池等重点产业，在实现路径上各有特点。截至目前，云南省建设的零碳园区已达15个，前两批建设的10个零碳园区已有51款产品开展碳足迹核算认证。
                        同时，云南省还加快推动工业领域绿色低碳发展，目前已累计培育创建省级以上绿色工厂186家、绿色工业园区12个，认定绿色低碳产业园区10家。
                        无锡市：持续完善产品碳标识认证工作体系和长效工作机制
                        8月15日，无锡市人民政府印发《无锡市加快经济社会发展全面绿色转型若干政策举措》。《措施》提出，大力培育高端装备、高端纺织服装、节能环保、新能源、汽车及零部件（含新能源汽车）、新一代信息产业等绿色低碳产业。到2030年，节能环保产业规模达到2000亿元左右，打造一批零碳园区和零碳工厂。积极发展绿色低碳服务业。加快培育发展绿电交易、碳资产管理、碳足迹认证等服务。加快打造具有全国影响力的绿色服务集聚区，培大育强一批绿色低碳服务业企业。推动高水平、国际化碳专业服务机构集聚，持续完善产品碳标识认证工作体系和长效工作机制，建强用好无锡市碳管理平台，到2030年，完成碳标识认证应用50个以上。
                        福建省：首笔“生物多样性+转型金融+碳足迹”认证贷款落地
                        近日，在中国人民银行泉州市分行德化营业管理部指导下，兴业银行泉州德化支行落地全省首笔“转型金融+碳足迹+生物多样性”双认证贷款。此次贷款协议中明确设定了一套利率挂钩机制：银行将根据第三方机构核证的企业相关产品碳足迹数据及生物多样性中污水处理排放量，对贷款利率进行动态调整。企业在生产中实现的碳减排成果越显著，其产品的碳足迹数值及污水排放量越低，就能享受到越大力度的利率优惠。
                        重庆市：加大金融支持化工、建材等领域低碳转型的力度
                        8月19日，重庆市人民政府印发《重庆市做好金融“五篇大文章”实施方案》。《方案》强调，用好碳减排支持工具等货币政策工具，强化节能降碳、资源循环利用等重点领域信贷支持。做好农业转型金融标准试用工作，创新碳挂钩金融产品，加大金融对能源、化工、钢铁、建材和有色等领域低碳转型的支持力度。加力推动碳金融市场发展，优化绿色金融和转型金融产品服务，持续开展金融机构环境信息披露工作。
                        郑州市：落实产品碳标识认证制度，培育壮大产品碳足迹核算评价及认证机构
                        8月18日，郑州市人民政府印发《郑州市落实碳排放双控制度体系工作方案》。《方案》提出，
                        • 建立重点行业领域碳排放预警管控机制，按照国家划定的行业领域碳排放核算范围，依托能源和工业统计、能源活动和工业生产过程碳排放核算、全国碳排放权交易市场、绿证交易市场等数据，开展重点行业领域碳排放核算。
                        • 加快建立产品碳足迹管理体系，鼓励企业参照相关标准和要求开展产品和供应链碳足迹评价，推动企业挖掘减碳潜力、优化供应链管理、提升产品低碳竞争力。落实碳足迹信息披露制度，鼓励企业以环境气候信息披露、可持续发展信息披露或自愿性评价认证等方式，分阶段、分步骤发布产品碳足迹核算结果与报告。落实产品碳标识认证制度，培育壮大产品碳足迹核算评价及认证机构，鼓励企业按照市场化原则开展产品碳标识认证。
                        • 建立零碳园区梯队培养机制，依托国家级开发区、省级开发区和各类特色产业园区，鼓励符合条件的园区积极创建零碳园区。培育壮大绿色低碳管理服务机构，逐步构建零碳园区梯队培养体系。
                        深圳市：要求相关固定资产投资项目同步开展碳排放评价
                        8月18日，深圳市发展和改革委员会公开征求《关于固定资产投资项目碳排放评价有关事项的通知（征求意见稿）》意见。《征求意见稿》提出，年综合能源消费量在5000吨标准煤及以上（或年煤炭消费量在5000吨及以上）的固定资产投资项目（包括新建、改建、扩建和技术改造等项目，建设地点、主要生产工艺和设备未改变的改建和技术改造项目按照建成投产后年综合能源消费增量计算，其他项目按照建成投产后年综合能源消费量计算，电力折算系数按当量值）应同步开展碳排放评价。建设单位应按照“宜建尽建”原则积极建设分布式光伏，鼓励项目单位采购绿色电力、可再生能源绿色电力证书等方式，提高可再生能源消费比例，并在节能报告中明确可再生能源消费量、比例及供给保障情况。鼓励建设单位积极采购绿电、绿证，积极探索在碳预算管理中的应用。

                        8月15日，在“两山”理念提出20年及第三个全国生态日之际，中国消费者协会推出《中国消费者绿色消费指南》（公开征求意见稿），广泛征求社会意见。《指南》主要覆盖饮食、出行、资源、日用品4个生活消费领域，共有50条行动建议。旨在引导广大消费者践行绿色低碳理念，推动形成节约资源和保护环境的生活方式和消费方式。
