国务院办公厅：加快公共体育场馆绿色低碳转型
9月4日，国务院办公厅印发《关于释放体育消费潜力进一步推进体育产业高质量发展的意见》。《意见》提出，加快构建现代体育产业体系，不断提振体育消费，增强体育产业整体实力和竞争力。鼓励改造升级公共体育场馆，加快绿色、低碳、智能转型，支持将符合条件的体育场馆设备纳入大规模设备更新支持范围。
加州：发布气候相关金融风险披露指导草案，企业碳信息透明化提速
9月2日，加州空气资源委员会（CARB）发布《气候相关金融风险披露计划——指导草案》，旨在帮助适用SB 261法案的企业准备首次披露。草案指出，2026年起，在加州经营、年营收超过5亿美元的企业每两年披露一次气候相关金融风险报告，重点说明治理、战略、风险管理及指标与目标四大维度，企业可选用TCFD、IFRS S2等框架进行披露。
CARB将在2025年底开放公共备案档，支持企业提交披露文件并提高透明度。该草案的发布标志着加州在推动企业气候透明度和风险管理方面迈出了关键一步，为企业应对气候变化带来的财务和战略挑战提供明确指导。

上海市发改委：部分固定资产投资项目将要求开展碳排放评价分析
9月1日，上海市发展改革委印发《固定资产投资项目节能审查和碳排放评价办法》。《评价办法》提出，按照31号令规定，重点领域年综合能源消费量（电力折算系数按等价值或当量值，年综合能源消费量取高值）50万吨标准煤及以上（或年煤炭消费量50万吨及以上）项目需报请国家发展改革委审查。本市的此类项目建设单位应向上海市发改委提交节能审查材料，并开展碳排放评价分析，由上海市发改委根据31号令形成项目情况说明后，一并报送国家发展改革委。
青海省发改委等部门：将支持取得国际碳足迹认证的企业
9月2日，青海省发改委、青海省商务厅、西宁海关、青海省能源局四部门印发《青海省发挥绿电优势推动产业外向型发展实施方案》。《方案》提出对接国际第三方碳足迹认证机构，在青拓展绿色低碳贸易认证服务，引导外贸企业适应欧美低碳规则，提升碳足迹认证能力，对取得国际碳足迹认证的企业按规定予以支持。按照国家碳足迹核算通则标准，对出口需求大、碳排放数据基础好、产业链溯源性强的重点企业开展碳足迹管理。鼓励企业开展供应链碳足迹评价，推动提升产品低碳竞争力。支持重点出口产业和绿色载能产业协同发展，推动有条件的园区建成能源零碳化、产业低碳化、基础设施绿色化、管理智慧化、技术先进化、认证国际化的外向型发展的零碳园区。

世界最大冰山解体，专家表示或与人类行为引发的全球气候变暖相关
近40年前从南极冰架断裂后，代号A23a的冰山长期位居世界“巨无霸”冰山榜首。然而，卫星图像显示这座冰山正迅速解体，研究人员预计它有可能在几周内变小到无法辨识。冰山从冰架断裂脱落是一个自然过程。不过，研究人员表示，南极冰架近来流失冰的速度加快，或许与人类行为引发的全球气候变暖相关。

索尼：制定“绿色管理2030”中期环境目标，五年内范围1至3温室气体总排量减排超25%
近日，索尼集团公司制定“绿色管理2030”（GM2030）中期环境目标，该目标将于2026财年起生效，直至2030年。
截至2024财年末，索尼预计基本实现“绿色管理2025”（GM2025）所设定的大部分目标。该计划覆盖至2025财年（含2025财年），为期五年。基于GM2025的经验与当前环境挑战，索尼在GM2030中新增了若干关键绩效指标，包括未来五年内将范围1至范围3的温室气体总排放量减少超过25%，并加速资源循环相关活动。

9月2日，科学碳目标倡议组织（SBTi）发布了电力行业净零标准草案，并公开征求公众意见。
SBTi指出，电力行业占全球近40%的能源相关排放量，并且越来越容易受到气候风险的影响，从而对关键基础设施和发电能力构成威胁，因此快速脱碳既紧迫又具有战略意义。与此同时，该行业作为其他行业脱碳的推动者，使其在碳受限的经济中实现长期增长。电力标准草案适用于涉及发电、输配电、存储、贸易和零售活动的公司，旨在解决整个行业的公司独特的排放和运营问题。
