To commemorate the 35th anniversary of diplomatic relations between China and Singapore, and to effectively integrate high-quality resources from international and domestic industrial and supply chains while fostering multi- and bilateral economic and trade exchanges, the "2025 Conference on International Industrial Cooperation" was grandly inaugurated on the morning of May 15 at the Sands Expo & Convention Centre in Singapore. The event was co-hosted by the China Chamber of Commerce for Import and Export of Machinery and Electronic Products (CCCME) and the Singapore Chinese Chamber of Commerce & Industry (SCCCI), under the guidance and special support of China's Ministry of Commerce and Singapore's Ministry of Trade and Industry. Over 600 representatives from government departments, leading enterprises, and professional institutions in finance and law from China, Singapore, select RCEP member countries, Kazakhstan, and others attended the opening ceremony.

Mr. Ling Ji, Vice Minister of China's Ministry of Commerce and Deputy China International Trade Representative, delivered a video speech. Mr. Chee Hong Tat, Singapore's Minister for Transport and Second Minister for Finance, attended and addressed the gathering. Other dignitaries who delivered speeches included Mr. Pimphat Ekkachai, Thailand's Minister of Industry; Mr. Cao Zhongming, Chinese Ambassador to Singapore; Mr. Zhang Yujing, President of CCCME; Mr. Gao Quanqing, President of SCCCI; Mr. Mo Dingge, Chairman of China National Chemical Engineering Group Corporation; Mr. Wang Tongzhou, Chairman of China Communications Construction Company and member of the National Committee of the Chinese People's Political Consultative Conference; Mr. Li Jianjiang, Vice President and Chief Risk Officer of China Construction Bank; and Mr. Chen Wenfa, Executive Committee Member of United Overseas Bank Group. Mr. Lee Yi Shyan, Chairman of Business China, and Mr. Tang Liang, Vice Chairman of the All-China Federation of Industry and Commerce and Deputy to the National People's Congress, delivered keynote speeches. Mr. Zheng Chao, Executive Vice President of CCCME and Chairman of its Expert Committee, presided over the opening ceremony.

Building upon the achievements of the past two sessions, this year’s conference delivered broader, more cutting-edge, and in-depth practical outcomes. During the opening ceremony, a series of new cooperation achievements were released across key areas such as green and low-carbon development, urban safety, digital economy, and financial collaboration. Among them were the “Partnership Initiative on Green and Low-Carbon Development for Regional Multilateral Cooperation”, jointly launched by China Construction Bank Corporation, United Overseas Bank Limited, the China Chamber of Commerce for Import and Export of Machinery and Electronic Products, the Singapore Chinese Chamber of Commerce & Industry, Shanghai Lingang Cross-Border Economic Development Co., Ltd., and Shanghai Carbon Newture Co., Ltd.

Additionally, the “Compilation of Cross-Border Carbon Data Guidelines for Machinery and Electronic Products” was jointly initiated by the Administrative Committee of China (Shanghai) Pilot Free Trade Zone Lingang New Area, Shanghai Carbon Newture Co., Ltd., and the China Chamber of Commerce for Import and Export of Machinery and Electronic Products.

01. Guest speeches:

deepening high-quality green development in China-Singapore economic and trade relations

In the video address, Mr. Ling Ji emphasized the deepening of the all-round, high-quality, and forward-looking partnership between China and Singapore, with bilateral economic and trade cooperation continuously expanding. He noted that the joint hosting of the Conference on International Industrial Cooperation by CCCME and SCCCI would facilitate the creation of smooth, stable, and resilient industrial and supply chains in the Asia-Pacific region. China remains steadfast in opposing protectionism and unilateralism, and is committed to expanding high-level opening-up. The country is willing to work with Singapore and other partners to practice true multilateralism, align with the trend of economic globalization, and promote the integrated development of regional industrial and supply chains, thereby contributing more stability and positive energy to the region and the world.

Minister Chee Hong Tat expressed Singapore's appreciation for its long-standing cooperative relationships with China and other partners. He highlighted three focal areas for future collaboration: strengthening trade connections and mutual trust amid global supply chain restructuring; reinforcing Singapore's role as a global business hub to create greater value for international and local enterprises; and seizing new development opportunities in digitalization and green transformation.

Minister Pimphat Ekkachai underscored Thailand's commitment to its economic partnerships with China and Singapore, expressing hope that the conference would serve as a platform to enhance practical exchanges and cooperation among RCEP member countries across various fields.

Ambassador Cao Zhongming remarked on the special significance of hosting the 2025 Conference on International Industrial Cooperation during the 60th anniversary of Singapore's independence and the 35th anniversary of China-Singapore diplomatic relations. He reiterated China's unwavering commitment to high-level opening-up, active alignment with high-standard international economic and trade rules, and orderly expansion of market access in goods, services, capital, and labor. China will continue to deepen industrial cooperation with other countries, leveraging its vast market and economic growth prospects to offer greater development opportunities for enterprises worldwide.

Presidents Zhang Yujing and Gao Quanqing extended warm welcomes to all guests on behalf of the organizers and expressed heartfelt gratitude to the governments of both countries and all relevant parties for their continuous support over the past three years. They affirmed their commitment to leveraging the conference as an international cooperation platform to contribute to the high-quality development of China-Singapore economic and trade relations and the deepening of global industrial and supply chain collaboration.

02. New initiative for green development:

"Partnership Initiative on Green and Low-Carbon Development for Regional Multilateral Cooperation"

The "Partnership Initiative on Green and Low-Carbon Development for Regional Multilateral Cooperation" aims to collaboratively build an international industrial cooperation service network, promote high-quality cross-border trade development, assist Chinese and Singaporean enterprises in achieving green and low-carbon transformation, and drive regional development. Representatives from China Construction Bank, United Overseas Bank (China) Limited, CCCME, SCCCI, Shanghai Lingang Cross-Border Economic Development Co., Ltd., and Shanghai Carbon Balance Technology Co., Ltd. jointly launched the initiative at the conference.

03. New guidelines for cross-border carbon data:

"Compilation of Cross-Border Carbon Data Guidelines for Machinery and Electronic Products"

Representatives from the Administrative Committee of China (Shanghai) Pilot Free Trade Zone Lingang New Area, Shanghai Carbon Balance Technology Co., Ltd., and CCCME jointly initiated the "Compilation of Cross-Border Carbon Data Guidelines for Machinery and Electronic Products." As the first systematic cross-border carbon data operation standard in the machinery and electronics industry, these guidelines aim to promote the internationalization of China's green and low-carbon standards, achieve mutual recognition and practical implementation internationally. The three parties will focus on the theme of "Exporting Chinese Standards, Connecting Global Carbon Chains," standardize the cross-border flow of carbon data for machinery and electronic products, promote green development in global trade, and jointly explore the creation of a new paradigm for international green trade and industrial low-carbon transformation.

04. Joint promotion of multilateral green trade cooperation: building a green trust chain

As key promoters of low-carbon development and green transformation in the machinery and electronics industry, CCCME and Carbon Balance Technology jointly launched the "China Machinery and Electronics Industry Dual-Carbon Information Disclosure Platform" in 2023, gradually forming a resilient and highly transparent dual-carbon information ecosystem. Subsequently, they introduced the "China Machinery and Electronic Products Carbon Label," facilitating the "introduction" of international rules and the "export" of local certifications. In 2024, CCCME, the Administrative Committee of Lingang New Area, and Carbon Balance Technology jointly initiated cross-border carbon data scenario pilots, officially opening the "Green Channel for Cross-Border Carbon Data Flow," establishing a compliant, secure, and efficient new pathway for carbon data circulation from Shanghai Lingang to the world.

Currently, all parties are working together to promote green and low-carbon development, enhance regional multilateral cooperation, support sustainable development for domestic and international enterprises, collaboratively advance high-quality cross-border trade development, and jointly promote the establishment and improvement of China's cross-border carbon data standards. The official launch of the "Compilation of Cross-Border Carbon Data Guidelines for Machinery and Electronic Products" marks a significant step towards building a green trust chain and creating a more resilient global green trade network.
